all legal attempts to slow down spam are failing, what is needed is a technology solution to slow it down, I don’t endorse kangaroo court systems that are blacklists, no one anti spam tool can keep the waves of spam out, we need to address the openness that made email the killer app, the ability to send millions of bulk emails needs to be licenced, known providers of bulk mail solutions should work with MTA creators and ISPs to allow preferred emails to be carried on the open internet with protocol enhancements while unlicenced bulk email should carry second class stamps that delay and divert the delivery of spam before it hits your procmail, spam filter and inbox.
