To combat high unemployment, a report issued in 1944 under the direction of Archbishop John Charles McQuaid, looked at way in which women could be kept out of the workforce and replaced by men. The Guides chose to disregard the recommendations in the report and with the assistance of their chaplain Fr. Michael Clarke, started an employment bureau in the Guide Headquarters in Harrington Street to encourage employers looking for staff.
