Oh and the highest natural birth rate, is that lots of screaming and no drugs or the birth rate excluding non nationals \ud83d\ude42&nbsp;<\/p>\n<p>The exemplar network article on Silicon Republic was dated Dec 6th &#8211; Budget 2010 was Dec 9th and I have heard very little since from Minister Ryan on the subject. The last mention of it was in <a href=\"http:\/\/www.dcenr.gov.ie\/Press+Releases\/2009\/Making+the+smart+economy+real.htm\">July 2009<\/a>. This morning Mr. Ryan and his boss Mr. Gormley were yet again on the national airwaves spinning like spinning tops.
